The most basic reason to change locks between tenancies is key security. Over the course of a tenancy, a tenant may have had keys cut for partners, friends, family members, or housekeepers. When the tenancy ends, you have no way of knowing how many copies of your keys are in circulation. Changing the locks means all of those copies are immediately rendered useless — without you needing to track down or account for any of them.
There's also a liability dimension. If a former tenant retains a key and later enters the property — for any reason — and something is taken, damaged, or a person is harmed, the landlord may face questions about whether adequate security measures were in place.
